Jennifer A. Hanks, CFCM, Fellow

CEO and Founder

Jennifer Hanks, CFCM, NCMA Fellow, is a dedicated small business advocate and is the founder and Chief Executive Officer of MMC Consulting, LLC. MMC Consulting provides acquisition, program, and human capital management to federal and commercial clients with a commitment to delivering innovative solution to challenges facing the federal government. Jennifer oversees the operations of MMC’s commercial and federal practice with a portfolio that exceeds $1B in value.

As a former warranted contracting officer with the United States Agency for International Development (USAID), she obtained domestic and international contracting experience in Afghanistan, Guatemala, and Germany. She has also worked for several large federal contractors that gave her a complete understanding of the complete buyer/seller experience and how to provide effective and creative solutions for clients. In addition to her responsibilities as CEO of MMC Consulting, Jennifer is also Co-Founder and Senior Advisor of The FedPROPEL Institute whose mission is to help 10,000 minority led firms become elite federal contractors over the next decade.

Mrs. Hanks is a frequent speaker at industry conferences. She remains a dedicated champion of the profession and the development of others. Jennifer has served as a president of the NCMA Tysons Chapter and is currently a member of the Board of Advisors. She is an alum and Honor Graduate of NCMA’s Contract Management Leadership Development Program (CMLDP), and has been published in the Contract Management Magazine.

Mrs. Hanks earned a Master of Science in Management from The Catholic University of America, a Master’s Certificate in Government Contracting from The George Washington University, and a Bachelor of Music from The University of Miami (Coral Gables, FL). Jennifer resides in suburban Maryland with her amazing husband, Richard Hanks, and their 3 wonderful daughters.

Chief Operating Officer and Co-founder

Richard Hanks, Chief Operating Officer and co-founder or MMC Consulting, LLC, is a seasoned professional with over two decades of experience leading teams large and small. Richard has worked in government, non-profit, private industry as well as co-founded multiple entrepreneurial endeavors. During this time, Richard led and/or managed a portfolio of real estate and investment banking transactions ranging from $50k remodels to a $120 million public-private partnership to nearly $2 billion in merger transitions. 

Richard brings this wealth of experience to MMC’s business operations. He is responsible for building the firm’s human capital, back-office platform and providing strategic support to MMC’s vision. Richard heads MMC’s leadership development training, where his corporate and entrepreneurial experiences provide real world context to the theoretical principles. He believes that leaders exist at every level of organizations, and it is management’s responsibility to provide the opportunity and resources for them to fulfill their potential.

For over a decade Richard was a board member of the Abramson Foundation and its president for 3 years. During that time the foundation provided financial and emotional support to over 170 students from social and economically disadvantaged backgrounds as they transitioned into college and adult life.  He was also instrumental in establishing the foundation’s professional development program, which helps scholars secure internships and permanent employment.

Richard earned an MBA from the University of Chicago’s Booth Graduate School of Business.  There he was co-chair of the African-American MBA Association and was selected as a student facilitator of the Leadership Effectiveness And Development (LEAD) program – which taught leadership, communications, and management skills to first year students.  Richard holds a Bachelor’s of Science degree in Accounting from Florida Agricultural & Mechanical University (FAMU).  While at FAMU he became a member of Alpha Phi Alpha Fraternity, and he lives by the fraternity’s motto: First of All; Servants to All.
